The International Chamber of Shipping has published its 2025–2026 Flag State Performance Table, a data-driven assessment of flag states based on factors such as state control performance and the ratification of international conventions.

Malta’s placement within the top ten flags worldwide is a notable achievement, particularly given that this ranking is only attained when a flag state records no more than one potential negative indicator across the 19 criteria assessed. This performance is further underscored when viewed in the context of 115 flag states evaluated globally.

Updated annually for over two decades, the ICS table serves as a benchmark for shipowners and operators when choosing a flag, encouraging them to assess whether a flag state demonstrates the substance and standards required for modern shipping operations. Malta’s strong ranking confirms that its flag continues to meet the high expectations of the international maritime community.
